As you take damage your Stagger meter rises. Iron skin lasts 7 seconds and stacks duration with each user up to a max of 21 seconds. So tldr, keep iron skin up at all times, and only use purifying brew when your Stagger bar is nearly full.

Did Blizzard break it again? Because your Stagger is supposed to clear once combat ends. If you take no other damage, Stagger will never drop you below 1 HP. I would suggest you get a stagger tracking WeakAura, because this is completely incorrect.
This is bad advice. The amount of damage that is staggered is determined by the stagger percentage. As was mentioned previously, Stagger does not by itself mitigate damage. For this you need to use [ Purifying Brew ] , which will remove half of the current staggered damage. They gets hit for k physical damage. One tick went through, but they manage to use Purifying Brew before the second tick to remove the rest of the staggered damage.
